Best of 2007 Awards

Forty-six projects in 16 categories rose to the top and earned the honor of Best of 2007, including a former Cold War bunker that now houses the world’s largest and most comprehensive collection of moving images and sound recordings.

Design and construction firms have a lot to be proud of as they look back on 2007. When Mid-Atlantic Construction went in search of the region’s best projects completed in 2007 for our annual awards program, we received a record number of entries.

Our independent jury poured through pages of information on everything from innovative adaptive reuse jobs to complex parking garages. In the end, jurors chose to honor 46 projects in 16 categories as well as an Overall Project of the Year.

The jury focused on those projects that best achieved the established goals of the project team; overcame significant challenges; adopted innovative approaches; and exhibited exceptional teamwork. Jurors were allowed to award one Project of the Year per category and multiple Awards of Merit. Project of the Year honors were only awarded to truly exceptional projects, and in some categories jurors chose not to give out such an honor.

Meet Our Judges

A jury of six industry experts-representing designers, contractors and owners-poured over a record number of entries to select Mid-Atlantic Construction’s Best of 2007. Eligible projects were located in Virginia, Maryland, Delaware, eastern Pennsylvania or the District of Columbia and were completed in 2007. Judges abstained from voting on project with which they or their companies were affiliated.

Sonja Bijelic, AIA, Associate Principal, RMJM Hillier, Philadelphia, Pa.

A high-design architect who is equally adept at managing complex projects, Sonja Bijelic gained international recognition for adapting a 1906 power plant into high-tech headquarters for Synygy, aproject that was named “Reconstruction Project of the Year” by Building Design & Construction in 2005. She has worked on projects throughout the U.S., including those for the Virginia State Capitol; The Vanguard Group; and a conference center for Sir Richard Branson.

Charles L. McCarthy, Vice President, W. M. Jordan Co., Richmond, Va.

Chuck McCarthy is office manager of W. M. Jordan’s Richmond office. He is an alumnus of Virginia Military Institute and holds a Bachelor’s of Science degree in Civil Engineering. He joined W. M. Jordan Company in 1995 as aproject manager, and has experience with a variety of projects from manufacturing facilities and office buildings to time-share condominiums and student dormitories.

David McMiller, Program Manager/Senior Project Manager -Construction Services Group, HNTB, Washington, D.C.

David McMiller has demonstrated extensive knowledge and communication skills for managing multi-million dollar projects-from the inception of design scope to the completion of construction. He excels at coordinating and phasing large infrastructure improvements to minimize impacts to ongoing operations. His project management duties frequently involve close coordination with government agencies and regulatory bodies, including the South Coast Air Quality Management District, water districts, Caltrans, the FAA, and the Illinois Department of Transportation.

Michael J. Mologne, Vice President, Hill International, Washington, D.C.

Mike Mologne has more than 19 years of experience in construction and project management, quality assurance, building code inspections, cost estimating, change order negotiations, project scheduling and documentation for power plants, airports, academic buildings, historic structures, athletic facilities and naval bases. He served for five years with the Civil Engineer Corps, U.S.Navy providing project management for numerous projects at the U.S. Naval Academy and as Company Commander/Project Manager for Seabee Construction Battalions at Yokosuka, Japan and Guantanamo Bay, Cuba.

Richard F. Sliwoski, Director, Virginia Department of General Services, Rich-mond, Va.

Rich Sliwoski oversees the activities ofthe entire agency from managing and maintaining more than 3,900 state vehicles to environmental laboratory testing and providing newborn screening; construction and renovation projects of historic buildings to the implementation of Virginia’s statewide electronic purchasing system; real estate management of state owned properties to the maintenance of the facilities in Capitol Square. Prior to his appointment, Sliwoski served for more than five years as the Director of the Division of Engineering and Buildings.
