Swett Takes Helm at Daly DC Office

Former Ambassador Richard Swett will spearhead the design firm’s business development globally and regionally.

Leo A Daly of Washington, D.C., has appointed former Ambassador Richard N. Swett as vice president and managing principal of its D.C. office. Swett will be responsible for leading and increasing business opportunities in the global and regional arenas. During his 28-year career, Swett has served as an American diplomat, U.S. Congressman, business leader, architect and author.

Balfour Beatty Construction of Fairfax, Va., has announced several promotions. Matt Dye is division vice president of operations and business unit leader. David Salzer is division senior vice president of operations.David Laib is division senior vice president of operations. Mike Phillips is division senior vice president of operations. The company also re-hired Mark Konchar as division vice president of business acquisition.

SIGAL Construction Corp. of Arlington, Va., has announced several promotions and hires. Richard S. Goldberg is executive vice president. Kerric Baird is senior vice president and director of renovations and interiors. Gerard Heiber is senior vice president of base buildings. SIGAL also hired Christine Mohr as director of business development.

Hill International of Philadelphia, Pa., hired John A. Garrafa as senior business development manager. He is responsible for directing business development and marketing activities in the region.

KlingStubbins of Washington, D.C., hired David W. Esch as senior project manager and Wanchul Lee as senior architect in the D.C. office.

Hayes, Seay, Mattern & Mattern of Roanoke, Va., hired Neal T. Wright as a vice president. In his role as market director for military programs, Wright will be responsible for integrating services between HSMM and the firm’s military and defense industry clients.

American Infrastructure of Worcester, Pa., announced several personnel moves. Neil Cohen has joined the firm as vice president of human resources. Jesse Morris has been promoted to vice president of information, process & technology. Tom Franz has joined as vice president of procurement.

Marvin Waxman Consulting Engineers of Philadelphia, Pa., a wholly-owned subsidiary of Urban Engineers, named James A. Bilella as director of building systems. Bilella was formerly Urban’s practice leader for streetscape design.

North Point Builders of Baltimore, Md., hired Steve Francis as business development manager and Robin Curland as an estimator.

Callas Contractors announced several personnel moves. Vance Upole was promoted to senior estimator for its Hagerstown office. Walter Jays and Morris Stevenson have returned as project superintendents. The firm also hired Alex Wiedel as estimator for the Hagerstown office and Rick Lam as superintendent for the Winchester office. New field employees who have joined the firm include Brian Coates, Don Crider, Josh Foutz, Dale Fritz, Chad Hough, Ken Shanholtz, III, and Larry Suddueth.

Becker Morgan Group of Salisbury, Md., hired Jami L. Rosencrance as a civil technician and Stan D. Bohnsack as a civil designer.

Duane Morris of Washington, D.C., hired Daniel Toomey and Tamara McNulty to the firm's Trial Practice Group, focusing on construction litigation and government contracts. The firm's Construction, Government Contracts and Surety Law Practice Group has added six partners since October 2006.

Steven M. Pearson, a senior associate and project manager in Hankins and Anderson’s Hampton Roads office, has been elected to the firm’s board of directors for a one-year term. 

David G. Mongan, president of Whitney, Bailey, Cox & Magnani, has been installed as president of the American Society of Civil Engineers.

Christopher M. Stone, president of ClarkNexsen, has been named a fellow member of the American Society of Civil Engineers.
